- Bachelor's degree or equivalent completed before applying; must be a woman; must not be a US citizen or US permanent resident (or applicant for permanent residency)
Minimum GPA equivalent to 3.5/4.0. Funds one year of master's or doctoral study at an accredited US institution. Quoted from the official page: "Fellowship recipients must be non-U.S. citizens and must not hold U.S. permanent resident status, nor be applicants for U.S. permanent residency (green card)." No country-of-citizenship exclusion appears on the page; the only special-case language covers applicants whose country is subject to a US travel ban, for whom alternate pathways (studying outside the US, or obtaining a visa) are described rather than disqualification. Gender-restricted to women by design.
