Official page: "Foreign citizens or stateless persons, including compatriots living abroad" — no nationality restriction found. Run by the Association of Global Universities with Russia's Ministry of Science and Higher Education since 2017. Winners get free tuition at a Russian university (English- or Russian-taught); those choosing a Russian-taught programme also get a funded year of Russian-language preparation. No stipend or living allowance is stated. Note for context, not an eligibility bar: foreign-issued Visa/Mastercard do not work in Russia and SWIFT is blocked for several major Russian banks (confirmed on an official university international-office notice), which materially affects how a scholarship-holder receives money from home.
