Eligibility

Successor to the discontinued Vanier CGS. Applicant must already be "an international student registered in a doctoral program of study at an eligible Canadian institution at the time of application" — i.e. this funds international PhD students already enrolled in Canada, not a route to apply from Nigeria for a fresh admission. No nationality restriction beyond that. $40,000/year for up to 36 months ($120,000 total); page does not state a tuition waiver.
